Bringing a Dog or Cat to Singapore: Pet Entry Requirements

Singapore's pet-import rules begin with the export-country rabies schedule. That decision controls your vaccination and blood-test timeline, quarantine route, paperwork and arrival plan—while pet licensing, airline acceptance and Customs remain separate steps.

Quick answer: can you bring a dog or cat into Singapore?

Generally yes, if the animal is an eligible domestic dog or cat, is at least 12 weeks old at export, has an ISO-compatible microchip and meets its Schedule I, II or III veterinary conditions. You need a Singapore dog/cat licence and then an AVS import licence; the exact rabies test, quarantine and health-certificate pathway depends on the pet's verified export-country history. Book AVS inspection before arrival and settle the separate Customs process. Prohibited breeds and certain hybrid cats cannot be imported. SG-01 SG-11

Start with the live AVS importing-dogs-and-cats guide; do not rely on another traveller's vaccine schedule or an old country list.

Seven key takeaways

  • The schedule is the decision point. Australia, New Zealand, Ireland and the UK currently appear in Schedule I; the U.S., Canada, Japan and many European countries are in Schedule II; other countries are generally Schedule III. Recheck before booking. SG-01
  • Schedule I is not a paperwork exemption. Compliant pets do not need rabies vaccination, rabies serology or routine post-arrival quarantine, but must still meet other import conditions. SG-01
  • Schedule II and III share a rabies preparation clock. Their usual path requires valid rabies vaccination and a qualified antibody test sampled at least 28 days after vaccination and at least 90 days—but no more than 12 months—before export. SG-01
  • Quarantine is not the same for every traveller. Schedule II eligible personal pets may avoid it; other personal pets can require at least 10 days at home; commercial imports at least 10 days at AQC. Schedule III requires at least 30 days at AQC. SG-01
  • Apply in the right order. Confirm residence/breed eligibility, obtain the pet licence, secure quarantine approval or a reservation when required, then obtain the AVS import licence. SG-01 SG-04
  • The late-stage documents have their own clock. Arrange inspection at least five days before arrival and the prescribed parasite treatment/officially endorsed certificate within the AVS two-to-seven-day pre-export window. SG-01
  • Customs and transport are additional gates. A valid import licence does not automatically grant GST relief, airline carriage or unrestricted access to a Singapore home. SG-11 SG-13 SG-05

Four rule layers that must all agree

Singapore pet entry is easiest to plan as four separate workstreams. AVS controls species, breed eligibility, disease conditions, microchips, licences, quarantine and veterinary inspection. The export-country official veterinarian endorses the Singapore veterinary certificate and may require domestic export paperwork. Singapore Customs separately assesses GST and relief, declarations and shipment permits. Finally, the operating airline and any transit jurisdiction control the route, carrier/crate, aircraft acceptance and transit documents. SG-01 SG-11 SG-14

01AVS biosecurity

Export-country schedule, medical tests, vaccination, import licence, quarantine and arrival inspection.

02Export & transit

Government endorsement of the prescribed Singapore form; transfer-country and airline transit conditions.

03Customs & GST

Separate traveller, relocating resident or commercial import scenario; relief is not automatic.

04Singapore residence

Pet ownership licensing, HDB/private premises rules, permitted breed and household pet limits.

This is why a generic pet passport or a standard veterinary certificate cannot prove that every step is done. AVS uses its schedule-specific certificate, and the export-country government veterinarian must endorse the required section. The importer also needs the issued licences and any approved quarantine/Customs arrangements. See our Documents & Health Certificates guide for organizing different document authorities. SG-01

Choose the correct Schedule I, II or III pathway

AVS groups countries and regions by rabies risk, and the lists can change. As of the rules-check date, Australia, New Zealand, the Republic of Ireland and the UK appear under Schedule I; Canada, the United States, Japan, Hong Kong SAR and many European jurisdictions are examples of Schedule II. Countries or regions not listed under Schedule I or II use Schedule III. The animal's real export and residence history matters: a brief visit to a lower-risk country does not automatically reset the pet's schedule. Confirm any multi-country history directly with AVS before treating the itinerary as eligible. SG-01

Which path applies to your pet?

These are directional summaries, not substitutes for the live schedule-specific veterinary conditions.

Schedule I
Lower-risk listed origins

No routine rabies vaccination, rabies titre test or quarantine when every veterinary condition is satisfied. Still obtain pet/import licences, core-vaccine records, the required health certificate and AVS inspection. SG-01

Schedule II
Listed rabies-controlled origins

Valid rabies vaccine and qualifying serology are required. Personal pets may be exempt from quarantine when both owner-arrival and shared-residence criteria are met; otherwise home quarantine may apply. Commercial imports use AQC. SG-01

Schedule III
All other origins

Valid rabies vaccine and qualifying serology are required, plus an AQC reservation for at least 30 days. An additional rabies vaccination is administered after arrival. SG-01

Mixed travel history
Do not classify by last airport

Provide the complete country-of-residence and transit timeline to AVS. Its published FAQ gives the example that a short stay in the UK after residence in the UAE does not turn that pet into a Schedule I import. SG-01

Critical distinction

The same pet could travel with different quarantine requirements under the same Schedule II origin depending on the timing of its owner's entry, how long they lived together at the same address, and whether the licence is personal or commercial. Choose the pathway before reserving flights. SG-01

Microchip, age, rabies and routine vaccinations

Microchip and minimum age

AVS requires an ISO 11784 or ISO 11785 Annex A-compatible microchip. Enter its number consistently on every vaccination and treatment record, lab result, licence and veterinary certificate. A microchip is the pet's identity anchor, not proof that a specific vaccine or certificate is acceptable. Dogs and cats must be at least 12 weeks old when exported to Singapore. For Schedule II and III animals, the vaccine, test and waiting-period requirements can make the practical earliest travel date considerably later than 12 weeks. SG-01

Rabies vaccination and the antibody test

Schedule I animals do not ordinarily need rabies vaccination or serology for Singapore entry. Schedule II and III animals require a valid AVS-acceptable inactivated or recombinant rabies vaccination, with vaccination continuity maintained as directed by the manufacturer. The standard rule is to take the blood sample at least 28 days after a valid vaccination; the sample must be drawn 90 days to 12 months before export and demonstrate a rabies-neutralising antibody result of at least 0.5 IU/mL. Use a WOAH reference laboratory for rabies or another lab that satisfies AVS's Schedule I/II competent-authority criteria. AVS's FAQ provides a nuance for uninterrupted boosters; check it if the pet has maintained continuous vaccination rather than assuming every booster restarts the standard 28-day wait. SG-01

The serology countdown is before export, not a guaranteed visa-style waiting period after arrival. Book your laboratory and vet well before the route or cargo space. A result outside the allowed date window, a nonqualifying laboratory or a gap in required vaccine validity may change the departure plan. SG-01

Dogs and cats also need core vaccinations

Dogs must have valid vaccinations covering canine distemper, canine adenovirus type 1 and canine parvovirus type 2; cats must have valid vaccinations covering feline calicivirus, feline herpesvirus-1 and feline panleukopaenia. Records should identify the microchip, vaccine date, product brand/batch and signing vet. AVS uses vaccine-manufacturer guidance to determine validity, including the required dose sequence. Keep your routine-vaccine records in the original document folder, even if you are entering from Schedule I. SG-01

Singapore quarantine: when, where and for how long?

Schedule I: fully compliant cats and dogs are generally not subject to post-arrival quarantine. Schedule II: a qualifying personal import has no post-arrival quarantine when the pet reaches Singapore less than five days from the owner's entry and has lived continuously with that owner at the same residential address for more than six months. Prepare evidence such as official veterinary records and airline bookings. If either criterion is not met, a personal import requires a minimum 10-day approved home quarantine; apply for that approval before the import licence. All commercial Schedule II imports require at least 10 days at the Animal Quarantine Centre (AQC). SG-01

Schedule III: every imported dog or cat needs a reserved AQC space for a minimum of 30 days and receives a rabies vaccination upon arrival. An owner travelling on the same flight does not remove this requirement. AQC quarantine and home quarantine are different official routes: do not make an accommodation promise until AVS approves the actual pet's application. SG-01 SG-02

Reserve AQC space as soon as the prerequisites are ready

Use the AVS Quarantine Management System to check available space, upload identity, rabies vaccination and qualifying antibody records, and pay the required booking deposit. Quarantine space has high demand. Confirm dates before buying a nonrefundable ticket and allow flexibility if the reservation moves. AQC publishes its current accommodation and transport charges: avoid relying on old blog fee tables. SG-02 SG-03

AQC personnel arrange post-clearance transfer for relevant pets from the airport or land checkpoint. Owners should provide accurate medical needs and prescriptions before admission; a veterinary visit or special care may be separately arranged. An AQC release date is an official quarantine decision, not an estimated number of nights to convert into a guaranteed pick-up booking. SG-02

Licences, prescribed health certificates and Customs

Pet licence first; import licence second

Singapore requires a dog or cat ownership licence through the Pet Animal Licensing System (PALS) before the animal's AVS import licence. First-time dog/cat licence applicants must complete AVS's online Pet Ownership Course. If your pet needs quarantine, arrange approved home quarantine or its AQC booking as the category requires. Next apply for the import licence through the government licensing portal; at the rules-check date the normal personal import licence is valid for 90 days from issuance, without extension. Reapply if travel falls outside validity. SG-01 SG-04 SG-06

Use AVS's schedule-specific veterinary certificate

AVS requires the certificate template in the relevant Schedule I, II or III veterinary-conditions document. Within two to seven days before export, arrange the prescribed external and internal parasite treatments and have the treating veterinarian complete the relevant certificate sections. The competent official government veterinarian of the exporting country must endorse the official-endorsement section. A generic vet travel letter is not a substitute. Check the current form for any extra schedule-specific disease statements before the appointment. SG-01

Schedule I and II animals travelling by air also need the airline-endorsed captain's declaration in the prescribed veterinary conditions. Discuss this with the operating airline before paying; the form becomes especially important if the route transits through a Schedule III country. For general document preparation, see Pet Travel Documents & Health Certificates. SG-01

Separate the Customs scenario from the animal-health scenario

Singapore Customs has different procedures for temporary visitors travelling with their pets, people transferring residence and commercial or resale imports. GST may apply; relief depends on the specific scenario and an application or assessment, not simply on calling the animal a family pet. For temporary eligible visitors, Customs describes possible relief where the pet belongs to the traveller, accompanies the visit and is re-exported within six months. Returning Singapore residents have a separate previously-exported-pet scenario. Submit a relevant traveller relief application with supporting documents at least five working days before arrival when applicable. SG-11

People genuinely moving to Singapore can explore separate change-of-residence GST relief, including evidence of previous ownership/use and the pet's arrival relative to the move. Singapore Customs's published eligibility guidance describes three months' possession/use, a three-month restriction on local disposal and a six-month import window relative to the traveller's first arrival, subject to its assessment. For an unaccompanied pet, use the current Customs declaration and clearing procedures; a pet on a different aircraft is not automatically accompanied baggage. Consult the live Moving to Singapore portal for its current pet-specific application link. SG-12 SG-13

For a sale, breeding shipment, business import or other commercial route, use the commercial-pet Customs instructions and the appropriate AVS licence/quarantine pathway. Rescue or adoption transfers require a purpose/ownership review instead of an assumed personal-travel exemption. An approved Customs permit or relief determination may be required before collecting the animal at the checkpoint. SG-14

Airline planning and inspection on arrival

Reserve airline space only once the veterinary route and expected quarantine availability make the itinerary feasible. The operating carrier decides whether your pet may travel in the cabin, as checked/excess baggage or as cargo on the chosen flight; an airline's acceptance cannot override Singapore's veterinary requirements. AVS says that even pets accepted in the cabin or as excess baggage need a separate rigid IATA-compliant transport crate for the transfer to Changi Animal & Plant Quarantine (CAPQ). A soft cabin bag alone will not meet that transfer requirement. SG-01

Plan your arrival/inspection appointment at least five days before landing, supplying the AVS import licence, flight information and contact details. Dogs and cats entering by air are inspected at CAPQ in the Changi Airfreight Centre; those entering by land are inspected at Tuas Checkpoint. AVS issues special checkpoint instructions for other approved entry routes. Large crates may need to be collected personally or by your agent after clearance, so coordinate landside transport rather than assuming all crates travel home with the pet. SG-01

At import inspection AVS may check the live pet's microchip and health against licences, vaccination records, rabies test and certified documents, then direct quarantine transfer where applicable. Customs clearance and any required GST permit/relief are separate from this veterinary release process. Keep originals, printouts, airway bill where relevant, owner identity and emergency contacts available to the authorized handler. SG-01 SG-11

Travel-welfare check

Assess heat stress, carrier ventilation and medication/feeding instructions with your own veterinarian. AVS specifically cautions that very small or young dogs can be vulnerable to hypoglycaemia during long air journeys. Never assume a breed or animal that is legally importable is automatically suited to every flight. SG-01

Special cases that can change the plan

Prohibited breeds, hybrid cats and housing limits

AVS prohibits importing specified dogs such as pit-bull-type dogs, Akitas, Boerboels, Dogo Argentinos, Fila Brasileiros, Neapolitan Mastiffs, Tosas and Perro de Presa Canarios, including the relevant crosses. First- through fourth-generation Bengal and Savannah cat crosses are prohibited; an importer of eligible later-generation crosses needs documentary proof of ancestry. Read the current full AVS list, especially for mixed breeds. SG-01

Separately, Singapore housing imposes its own pet limits. Standard HDB rules allow up to two cats and one approved small-breed dog in a flat. Private/non-HDB residential premises generally allow a combined maximum of three licensed cats/dogs, with restrictions on specified dogs; exemptions require prior AVS approval. Verify your tenancy, building and HDB status before booking a relocation. An allowed import breed may still be ineligible for your chosen home. SG-05

Assistance dogs and emotional-support animals

AVS publishes a distinct assistance-dog pathway for trained dogs assisting a person with a disability, with eligibility documentation reviewed before the import-licence application. Emotional-support animals that do not meet the relevant trained-assistance criteria are handled under the ordinary dog or cat import route. Discuss airline accessibility arrangements and government approval independently. SG-07

Transit through Singapore, or through a higher-risk country

AVS defines transshipment separately from importing. A dog or cat transiting Singapore needs an AVS transhipment licence and advance border-office coordination; AVS lists acceptable application-support routes such as an endorsed veterinary health certificate, valid rabies vaccination record or destination-country import permit. Do not assume a terminal-only transfer waives animal-handling requirements. SG-08 SG-10

If you are importing into Singapore from a Schedule I or II origin via a Schedule III country, the required airline captain/authorized-staff declaration is especially important. AVS's FAQ states that such transit is permitted when the prescribed declaration is properly completed and presented at import inspection. Confirm the form and pet transfer with every operating airline involved. SG-01

Returning to Singapore and returning home after the trip

A Singapore dog or cat leaving temporarily does not receive an automatic quarantine waiver when it comes back. AVS says returning pets must satisfy the import conditions applicable to their actual export-country history, including the 90-day serology timeline for Schedule II/III cases. Its FAQ specifically notes that a short Malaysia trip can trigger the Schedule III 30-day-quarantine route on return. Obtain Singapore's export licence as required before departure, and check both outbound destination conditions and the return schedule before committing to a holiday. SG-01 SG-09

Visitors from the U.S., UK or Australia must also prepare their original country's re-entry requirements, which differ from Singapore's. Plan the homeward paperwork before flying out; our U.S. country guide, UK country guide and Australia country guide provide separate entry-system starting points.

A realistic pre-travel timeline

Schedule II and III journeys with fresh vaccinations can require several months because blood sampling and the 90-day pre-export requirement are sequential; book the medical steps before promising a moving date. Treat the stages below as a dependency workflow, not an official promise of processing speed. SG-01

3–6+ months aheadDetermine the schedule

Confirm true country history, breed eligibility, intended residence and vaccine status. Start rabies vaccination and lab planning if required.

At least 90 days pre-exportComplete the titre clock

For Schedule II/III, schedule qualifying blood sampling within the official window and use an acceptable lab; allow time for results.

Weeks before travelSecure approvals

Reserve required quarantine, complete first-time course/PALS licence, obtain import licence and choose the operating airline.

Final weekCertificate and arrival booking

Arrange inspection at least five days before arrival; finish parasite treatments and official health-certificate endorsement in the prescribed window.

AVS import licences are currently valid for 90 days. Do not acquire one so early that it expires while the rabies test or AQC booking is still pending. Customs relief submissions and airline pet reservations have their own application and operational windows. SG-01 SG-11

Final Singapore pet-entry checklist

  • Verify the current Schedule I, II or III classification and document the animal's actual recent country history.
  • Confirm age, permitted breed/hybrid ancestry and whether your Singapore home allows that pet.
  • Scan the ISO microchip; reconcile the chip number across all records.
  • Obtain valid dog/cat core vaccinations and, for Schedule II/III, the correct rabies vaccine and serology.
  • Reserve AQC or receive written home-quarantine approval when the applicable route requires it.
  • Complete the pet-ownership course if applicable, then obtain a PALS licence and AVS import licence.
  • Confirm the operating airline, hard crate for CAPQ transfers, transit permits and captain's declaration if relevant.
  • Prepare the current schedule-specific AVS veterinary certificate and official endorsement with prescribed parasite treatments.
  • Arrange the AVS border inspection and complete the correct Customs/GST clearance or relief process.
  • Pack original records and a plan for quarantine transfer, large-crate collection and any later departure/re-entry.

Frequently asked questions

Do dogs and cats from Australia need rabies tests to enter Singapore?

Under Singapore's currently listed Schedule I pathway, compliant dogs and cats exported from Australia do not ordinarily need rabies vaccination, rabies antibody serology or routine arrival quarantine. They still need all other relevant AVS documents, pet/import licences and inspection, and the animal's genuine travel history must qualify. SG-01

Do U.S. dogs and cats need a rabies titre test for Singapore?

The United States is currently in AVS Schedule II. A qualifying rabies vaccination and serology are required, with a 0.5 IU/mL minimum result and the current timing and approved-laboratory requirements. Ask AVS about your animal's history if it has lived in more than one country. SG-01

Will my pet from the UK be quarantined?

A fully compliant pet genuinely entering under Schedule I is normally exempt from post-arrival quarantine. That does not remove the licence, vaccination-record, prescribed certificate and inspection requirements. SG-01

How long is Singapore quarantine for an Indian or Malaysian pet?

Under the current AVS lists, countries not in Schedule I or II use Schedule III, which requires at least 30 days at AQC and a rabies vaccination on arrival. Check the exporting country's live classification and the animal's recent residence/transit history rather than assuming the last departure airport decides the schedule. SG-01

When can a Schedule II pet avoid quarantine?

AVS currently exempts qualifying personal imports when the pet arrives less than five days from the owner's entry and has lived continuously at the same residential address as that owner for more than six months. If the criteria are not met, a personal import requires at least 10 days of approved home quarantine. Commercial Schedule II imports require a minimum 10 days at AQC. SG-01

Is a Singapore pet-import licence the same as a dog/cat licence?

No. AVS requires a PALS dog/cat ownership licence first, then a separate AVS import licence; the standard import licence is valid for 90 days. First-time ownership licence applicants also need the Pet Ownership Course. SG-01 SG-04

Can I bring a cat into the aircraft cabin and arrive with only a soft carrier?

The airline controls cabin acceptance. Separately, AVS requires a hard, IATA-compliant crate for the transfer to CAPQ even if a pet travelled in-cabin or as excess baggage. Arrange that crate before flying. SG-01

Are rescue dogs and adopted cats exempt from commercial requirements?

Not automatically. The applicable AVS licence and Customs route depend on the real purpose, ownership and travel arrangements. Commercial Schedule II imports have a distinct AQC-quarantine condition; obtain written pathway confirmation before arranging a rescue, sale, adoption transfer or breeder shipment. SG-01 SG-14

Do I pay GST when bringing my own pet to Singapore?

GST is a separate Customs determination. Some temporary visitors, returning Singapore residents and genuine relocations may qualify for conditional relief; commercial imports follow a different process. Review your scenario and submit the relevant relief application before arrival instead of assuming all personal pets are tax-free. SG-11 SG-12 SG-13 SG-14

Will Singapore waive its rules when I bring my own Singapore pet home?

No blanket exemption applies. AVS says returning pets must meet current import conditions based on their actual export-country history. A short visit to Malaysia can lead to Schedule III quarantine on return; check the return pathway before departure. SG-01 SG-09

Does a transit at Singapore Changi require a pet licence?

AVS treats transhipment separately from entry. Dogs and cats transhipping through Singapore need the appropriate transhipment licence and advance coordination. Check whether the itinerary is legally a transhipment or an import requiring full entry/clearance. SG-08 SG-10

Does Singapore permit emotional-support dogs under the assistance-dog route?

Emotional-support dogs without the training and documentation required for AVS's assistance-dog classification are not eligible for that specialized import route and must follow the standard pet import requirements. SG-07
